nouvelle campagne d'abattages massifs

ATTENTION : information : nouvelle campagne d'abattage massifs de chiens à Beijing - DATE DE DEBUT : 07.11.06 - DEMAIN. Je décris la situation brièvement ci-dessous. Par manque de temps, je n'ai pas pu tout traduire et j'ai donc laissé des passages en anglais.

Nombre de chiens officiellement recensés : +/- 500 000.
Nombre de chiens officieusement recensés : +/- 1 000 000 (y compris les chiens errants)

En Aout, des officiers municipaux et des groupes non officiels de la ville de Mouding (Chine) ont battu à mort, electrocuté ou pendu 50 000 chiens dans le but d'endiguer la rage qui aurait fait 2000 morts en Chine depuis le début de l'année.
Aucun chiffre concernant le massacre de la ville de Jining (toujours en aout) où l'on comptait alors 500 000 chiens.
Depuis la Chine a continué à "nettoyer" plusieurs villes ( Hangzhou, Shenyang ...).
Une nouvelle campagne d'abattage commence demain le 07.11.2006 jusqu'au 30.11.2006. Le plan de régulation du gouvernement est disponible ici :

Les médias, largement influencés par le régime politique actuel, ont appuyé cette campagne en soulignant les risques sanitaires pour la santé que comportait la surpopulation canine.

Les catégories de chiens concernés :
"Tracking and searching. The government will relegate the power to local community Party organizations to enter dog keepers’ homes and organizations to check the exact number of unregistered dogs and dogs that are not properly vaccinated. The local Party organization also aims to have a thorough knowledge on the number of stray dogs, large breed dogs, families who keep more than one dogs, dogs that disturb the neighborhood and dogs that do not obey the allowed walking hours, dogs that mess the environment, dog farms, dog markets and pet hospitals. All the information will be listed in detail and reported to the Dog Keeping Administration Office. Dog keepers will be registered as well"
Bref, les familles qui ont plus d'un chien, les chiens qui ne sont pas vaccinés, les chiens errants, les chiens non déclarés, les grands chiens (plus de 35 cm de hauteur) ...

Je rappelle qu'avoir un chien en Chine est particulièrement cher :
"It costs 1,000 yuan (125 U.S. dollars) to register a dog in Beijing and annual dog licence fees are 500 yuan"

et que les chiens qui sont vaccinés ne seront pas à l'abri car selon le gouvernement chinois dit que:
"17% of healthy dogs with rabies vaccinations still carry the rabies virus"
D'ailleurs lors du massacre de Mouding :
"More than 4,000 vaccinated dogs did not escape the slaughter because the county government said it could not tell if the dogs were safe"

Je souligne une généreuse proposition de "Humane Society of the United States" :
"The Humane Society of the United States has offered to give China US$100,000 to vaccinate dogs if it promises to immediately stop the mass slaughter. It also sent an open letter to the Chinese ambassador in Washington to call for better ways to address rabies control. The central government has not yet responded to the offer"

A national campaign against rabies has grown like wildfire this year -
more than 20 years after the last serious outbreak - resulting in the
slaughter of countless dogs.

In August, 50,000 dogs in Mouding county, Yunnan , were culled when
the county government received a report that three people had died
after being bitten by dogs in July and August.

More than 4,000 vaccinated dogs did not escape the slaughter because
the county government said it could not tell if the dogs were safe.

Vaccines help prevent rabies but do not work to treat the animal if
it has already caught the virus.

Health authorities say that when someone is bitten by a dog, they
should wash the wound for at least 15 minutes and quickly get a
rabies vaccine - treatment that should be effective.

The unchecked culls have met with strong criticism from international
animal protection organisations. The Humane Society of the United
States has offered to give China US$100,000 to vaccinate dogs if it
promises to immediately stop the mass slaughter. It also sent an open
letter to the Chinese ambassador in Washington to call for better
ways to address rabies control.

The central government has not yet responded to the offer.

In August, the city government in Jining, Shandong, killed all dogs
within a 5km radius of 16 villages following the death of 16 people
from rabies this year. Jining had 500,000 dogs but authorities did
not say how many were killed.

The killing continued last month, but government-hired teams ran into
opposition from farmers in Shangjiangcheng village, Dongguan, in
Guangdong.

After about a dozen dogs were killed, the farmers beat the hired
teams with iron bars, claiming their watchdogs had been culled.

In bigger cities the campaign is just starting. Beijing, Tianjin and
several other cities have recently started long-term projects to
inoculate dogs, close down illegal dog markets and punish residents
if their dogs bite people."
